Regan Lillian (previously Kell) is a sim in the town of Ribbon Heights.
Regan doesn't appear until set 7. He is the product of Gladys Telfair's plan to save her marriage to Wilbur Kell. He, alogn with his twin brother, Reed, are adopted by Gladys while she is away and are to be passed off as her and Wilbur's own children, until the guilt gets to her and she tells him everything. They arrive days after their niece, Tricia.
In the eight set, Regan and Reed are being cared for by Gladys alone. They become too much for her and she has a breakdown. Until Paula Lillian, comes in and takes the boys off her hands for a few days so she can re-group. Gladys then takes them back and begins raising them on her own.
In the ninth set, 2 years later, Regan and Reed are toddlars and have been adopted by Gladys new young husband, Beck Lillian. They eventually welcome their second niece, Tabitha.
In the tenth set, The boys are simply being raised by Back and Gladys, Paula has become their new grand-mother and Billie, their aunt.
In 2.0, 10 years later, Regan has just become a young adult. Reed and Tricia have left to travel the world, family style. Regan is now a regular.
In the first set, Regan has just become a young adult and moved out of his parents home. His brother and niece, Reed and Tricia, have also aged and are now traveling the world. Regan begins seeing a girl named, Chastity Dert. However, as they move forward Chastity's daughter, Lavender, tells her mother of her dis-like for Regan and they break up. He tries to win her back to no avail. Regan's twin, Reed, briefly arrives inton for a short vissit but leaves. Regan then decides to quit his job at the bookstore and becomes a policeman. He is assigned to the Adia Faison case. On the day of Myra Sharp's welcome party he goes to investigate and is trapped and beaten in George's home. However, Adia, Alton and Gladys arrive in time and the case is siolved. Regan then arrestes George.
In the second set, Regan has been promoted to a detective for his work in the Adia case. But his social life has been sorely lacking. He then asks his mother, Gladys, if he can move back home. Gladys then decides to rent out the other room in the house and Regan quickly becomes infatuated with the woman, Willa. However after dating a while Willa tells him that she was simply using him to see if she were actually a lesbian. They break up and she moves out of Gladys's home. Regan, then decides to find out who her secret lover is. He discovers her, but the person is not revealed in set 2. He helps out briefly in the Lyle Judd case. He notices Ida's want to not marry Lyle and tries to convince her to come clean about her feelings among other things, hinting to a hidden secret. He is then blind-sighted when his mother calls him over and informs him that Adia Faison is in reality his sister as a result of an affair she had with her ex-husband, Wilbur Kell. He leaves Shocked.
In the third set, Regan is excited when his twin brother, Reed, returns to town for good. Though his other brother, Rupert, is upset with him for allowing Tricia to marry without him stopping her. However, Reed then reveals to Reed that he couldn't stop her as he, himself also married while away but his wife and he are separated. Regan then convinces Reed to talk to his wife, Pru. He does and she then returns to town. Before all that he becomes jealous when Reed, Adia, Gladys and Beck begin spending so much time together as a family. He tries to spend time with Rupert who is still mad about Tricia. He then begins a relationship with a slightly older Gal Sharp. He then loses his home as he couldn't afford the bills and briefly lives with Reed and Pru, who have reconciled and are pregnant. However, he then moves in woth Gal.
In the fourth set, Regan is living with Gal. However, after her father, Andre passes away Gal dissolves their relationship and Regan is forced yet again to find a new place to live. He briefly lives with his brother, Reed and when Reed and Pru hire Marlo Siddle as their nanny Regan becomes instantly infatuated with her and the two begin dating. Though Reed and Pru are happy for Regan, they become nervous that if it doesn't work out, they will lose Marlo as their nanny and she does an excellent job with Walden. Regan and Marlo soon fall in love and everything seems to be going well. However, following Gladys's ruined dinner party resulting in two death Marlo tells Regan she loves him but needs to leave town and just live for a while and ends their relationship. Regan then loses his mother in a fire set by his niece's husband, Pierre. He helped slightly in the mystery but didn't think it was a big deal.
In the fifth set, Regan is happy to hear that Alton and Neve finally married. He, along with his brothers, become upset when they notice that Beck continues to be ever so depressed. They try to cheer him up to no avail. Regan then becomes fed up with being un-lucky in love and then ebgins to consider that he might be gay. He talks to Gregg Chalk about the idea and he tells him the only way to be sure is to kiss a man and see how it effects him. Regan then meets a guy at Alton and Neve's party, Sam Fult. They begin hanging out and Sam is indeed proven to be gay. Regan then explains his situation to Sam who agrees to help him out and the two share a kiss. Regan;s answer is then revealed when he shows up on the doorstep of Gal Sharp and professes his love for her, they then reconcile. Gal then tells Regan she wants to get married. He initially tells her he isn't ready but he then proposes and she accepts. Regan and Gal seem happy. However, Reed asks him on his wedding day if it is really what he wants and Regan says yes and the two marry. However, after the wedding Marlo returns to Ribbon Heights and Regan tries talking to her but they end up sharing a kiss.
In the sixth set, one month following the wedding, Regan and Marlo have begun an affair behind Gal's back. He feels even more pressure when Gal tells him she would like to have a baby. He and Marlo are then caught in the act by Alton, who is disgusted by their behavior.
